The 29 ghost workers are said to have drawn salaries and benefits the sum of N4 billion before the finding. They have been on security pay roll in the Presidency for several years. It was also revealed that the security budget for the Presidential Villa was about N6.5 billion until 2015. The N4 billion was alleged to be part of the budget of the security personnel and logistics means in the Presidency.
The NSA, retired Major General Babagana Monguno, sources said, he uncovered this fraud after the review exercise he commenced based on the instruction of President Muhammadu Buhari. He discovered above N4 billion security frauds within the Presidency. He considered this fraud as outrageous and insisted that it should be reduced. He successively reduce it down to N2 billion and was commended and approved by the President.
A realistic budget has however been drawn within the N2 billion under the supervision of Babagana Monguno to be effectively arrayed to the general benefit and welfare of everyone responsible to the safety and security of the Presidency. An increment in salary from the minimum wage of N18,000 to the junior security personnel has now been increased to N80,000 while the senior personnel from N35,000 to N150,000 including other benefit.
It was reported that the upward evaluation of allowances was to guarantee professional hierarchy and discipline, adding that the main goal is to improve the confidence of all the security personnel in the discharge of their duties.
